Effective June 1, 2017 Public Act 099-0906 amends the Illinois Power Agency Renewable Energy Resources Fund. This Act makes extensive changes designed to modernize the State’s electric grid and increase the use of renewable resources. The Act implements a zero emissions standards and establishes the Illinois Solar for All Program. This will increase the State’s reliance on zero emission energy through the procurement of zero emissions credits from zero emission facilities. The Planning and Procurement Bureau will develop plans for the procurement of zero emission credits. This standard will help the achieve the State’s environmental objective of improving air quality by reducing emissions of carbon dioxide and other pollutants.
The Agency is directed to contract with third parties to provide for the installation of solar facilities that will produce energy and economic benefits for the participating low-income customers.
